Yes, Recovery is Improved By Pre-Impact Planning
Researchers at Texas A. & M. University found that planning ahead for disasters provides for improved reconstruction after an impact has occurred. The implementation of pre-impact recovery planning also allows local officials to manage recovery in the critically short period of time after a disaster has occurred. The study compared two cities in their recovery from earthquakes. The study of Los Angeles after the 1994 Northridge earthquake and the study of Taiwan after the 1999 Chi-Chi earthquake.
